Whoever succeeds Bill Ritter as governor of Colorado will find the budget decisions will be as tough as — if not tougher than — the ones Ritter has faced.
Ritter's office will write a 2011-12 budget, but it will be up to the next governor to work with lawmakers on the spending plan and to sign it into law.
