Rich Coolidge, spokesman for the Colorado Secretary of State, says it's not easy to find a historical precedent.
With 46 counties voting exclusively by mail for the first time, Coolidge says there's no reliable way to gauge if turnout for the 2010 primary will be high or low. Anecdotally, mail balloting is being partly blamed for the cancellation of a planned candidate forum featuring Republicans Ken Buck and Jane Norton and Democrat Andrew Romanoff. Organizers also blamed voter fatigue from negative campaign ads.
