He said any representative — Democrat or Republican — has to take care of his constituency. Even though he is against congressional earmarks, spending items tagged to larger appropriation bills, he admitted that the one that funded the Arkansas Valley Conduit to deliver clean drinking water to valley residents was worthy.
All earmarks are bad except the ones for your district. New face, same old politics.
